At the Lusuganda Development Initiative (LUSUDI), we firmly believe that good governance and financial accountability are non-negotiable for sustainable community development. Project/Discussion Focus: LUSUDI, in collaboration with UWEZO, conducted a significant assessment on children’s literacy and numeracy outcomes. KICSOF: A Unified Voice for Kigezi’s Civil Society
The Kigezi Civil Society Forum (KICSOF) is a strategic platform that brings together diverse civil society organizations (CSOs) operating within the Kigezi Sub-Region. It was formally launched to strengthen the collective voice of CSOs, promote their engagement in advancing sustainable development, and enhance advocacy and information sharing.
Vision: KICSOF envisions a Kigezi region where Civil Society Organizations powerfully influence the sustainable development agenda.
Mission: To promote CSO engagement in advancing sustainable development through advocacy and information sharing across the Kigezi region.
Core Purpose: To strengthen the voice of civil society in the Kigezi region for improved service delivery and to foster a more interconnected and effective sector.
LUSUDI’s Leadership Role as Host and Coordinator
LUSUDI’s decision to host KICSOF is a strategic move that leverages our established presence, operational capacity, and commitment to collaboration. This arrangement allows KICSOF to operate efficiently by utilizing LUSUDI’s infrastructure and administrative support, thereby minimizing operational costs like rent for its members.
Crucially, Mr. Simon Byamukama, our esteemed Executive Director, serves as the Coordinator of KICSOF.

Our Partnership with Trees Future International

Our Collaborative Initiatives: Agroforestry and Reforestation in Kigezi
Our work with Trees Future International focuses on integrating trees into farming systems and restoring degraded landscapes, with a particular emphasis on the Lake Bunyonyi sub-catchment area and beyond.
1. Extensive Agroforestry Development around Lake Bunyonyi Sub-Catchment
Working alongside Trees Future International, LUSUDI has been instrumental in promoting and implementing diverse agroforestry systems within the communities surrounding the beautiful Lake Bunyonyi. This involves planting a wide variety of trees that serve multiple purposes, enhancing biodiversity, improving soil health, and providing economic benefits to farmers.
Distribution Center at Itambira Island: To facilitate the widespread distribution of high-quality seedlings, our central distribution hub for the project is strategically located at Itambira Island, hosted by our valued partner, the Paradise Eco-Hub Foundation. This ensures efficient access for communities involved in the program.
Key Tree Species Planted: Through this partnership, we have invested in and distributed a significant number of agroforestry-friendly tree species, carefully selected for their ecological and economic benefits in the Lake Bunyonyi sub-catchment. These include:
Grevillea robusta (Silky Oak): A fast-growing, multi-purpose tree excellent for timber, firewood, fodder, and as a windbreak. It’s highly compatible with crops.

2. Iconic Grevillea Pathway at Kabale University
Beyond the Lake Bunyonyi sub-catchment, our collaboration with Trees Future International extends to urban greening and educational initiatives.
Kabale University Grevillea Pathway: We proudly collaborated to plant an entire pathway stretch of Grevillea robusta (Silky Oak) trees at Kabale University. This initiative serves multiple purposes:
Environmental Enhancement: Contributing to the university’s green infrastructure, improving air quality, and providing shade.
Educational Demonstrations: Serving as a living example of successful tree planting and agroforestry species for students and visitors.
Inspiring Future Generations: Showcasing the beauty and benefits of trees, encouraging environmental stewardship among students, who are future leaders.

Our Partnership with District Local Governments
At Lusuganda Development Initiative (LUSUDI), we firmly believe that effective, sustainable development is achieved through strong collaboration with local governance structures. Our work in the Kigezi Sub-Region is deeply intertwined with the efforts of the District Local Governments of Rubanda, Kabale, and Rukiga. These partnerships are fundamental to ensuring that our programs are relevant, impactful, and contribute directly to the priorities and needs identified by local authorities and communities.
As an indigenous organization committed to grassroots development, LUSUDI works hand-in-hand with these local governments to enhance service delivery, promote good governance, and empower citizens to participate actively in their own development journey.
Rubanda District Local Government: Promoting Inclusive Public Finance Management
Our partnership with the Rubanda District Local Government is a prime example of our direct engagement in fostering transparency and accountability in public resource management.
Key Collaborative Program: LUSUDI is an implementing partner for the “Promoting Inclusive Public Finance Management Program,” which is funded by the Civil Society Budget Advocacy Group (CSBAG). This program has a specific focus on Rubanda District, particularly the counties of Rubanda East and Rubanda West.
Our Role: Through this initiative, LUSUDI works closely with district officials and local communities to:
Facilitate Participatory Budgeting: We engage citizens in understanding the district budget, enabling them to voice their priorities and monitor how public funds are allocated. This is often done through Community Interface Budget Meetings, where citizens directly interact with their elected leaders and technocrats from the district local government.
Enhance Accountability: By promoting transparency in public finance, we help citizens hold their local government accountable for service delivery and the proper use of allocated funds.
Build Capacity: We empower both communities and, indirectly, local government staff with improved understanding of public finance management principles and practices.
Impact: This direct collaboration ensures that development initiatives funded by the district truly reflect the needs of the people and are implemented efficiently, contributing to improved service delivery in vital sectors like health, education, and infrastructure.
Kabale District Local Government: Collaborating for Holistic Development
Kabale District is a core area of LUSUDI’s operations, and our engagement with the Kabale District Local Government spans various sectors, contributing to its development agenda.
Sectoral Integration: LUSUDI’s programs in Community Health, Water and Sanitation, Rural Agriculture Development, and Environment & Natural Resources Management are often implemented in alignment with Kabale District’s development plans and priorities. This ensures synergy and maximizes impact.
Evidence-Based Advocacy: Our work in collaboration with UWEZO Uganda, which involves citizen-led assessments of learning outcomes, directly provides data to the Kabale District Local Government’s education department. Our Executive Director, Mr. Simon Byamukama, has been vocal (e.g., through Uganda Radio Network) in discussions that directly engage district education officials on the need for improved learning standards and policy adjustments within Kabale.
Information Sharing and Coordination: As a key civil society actor in Kabale, LUSUDI regularly shares insights, challenges, and successes from the grassroots with district technical planning committees and relevant departments. This two-way communication helps inform district-level planning and resource allocation.
Environmental Stewardship: Our efforts in environmental conservation and sustainable natural resource management often involve collaboration with the district environment office, promoting responsible practices that align with district-level environmental policies.
Rukiga District Local Government: Fostering Growth and Accountability
While Rukiga is a newer district, it falls squarely within the Kigezi Sub-Region where LUSUDI has a strong presence. Our work here involves supporting the district’s nascent development efforts and strengthening community participation.
Supporting Decentralization: LUSUDI’s engagement with the Rukiga District Local Government is crucial in supporting the principles of decentralization, ensuring that planning and decision-making processes are inclusive and responsive to local needs.
Community-Led Initiatives: Our programs in health, water, agriculture, and governance within Rukiga often require permits, approvals, and collaboration with relevant district departments, ensuring that our projects are integrated into the local development framework.
KICSOF’s Role: As the host of the Kigezi Civil Society Forum (KICSOF), LUSUDI, through its Executive Director Mr. Simon Byamukama, regularly convenes CSOs that engage with all district local governments, including Rukiga. This collective platform facilitates advocacy and collaboration on cross-cutting development issues impacting the district.
Capacity Building: Through our various programs, LUSUDI indirectly contributes to strengthening the capacity of local council leaders and communities in Rukiga to engage more effectively with their district local government for improved service delivery.

Promoting Digital Literacy and Access:
LUSUDI’s direct work with rural communities in Kigezi often highlights the significant digital divide. Our collaboration with WOUGNET ensures that we are informed by best practices in digital inclusion and gender-responsive technology use.
While WOUGNET implements specific rural broadband connectivity projects (e.g., in Northern Uganda), their research, tools, and advocacy for accessible internet empower organizations like LUSUDI to encourage digital literacy and advocate for improved connectivity for the communities we serve.
This includes being aligned with efforts to increase the uptake and utilization of ICTs, helping our beneficiaries access vital online information related to health, agriculture, and market opportunities.

As a prominent civil society organization in Kigezi and host of the Kigezi Civil Society Forum (KICSOF), LUSUDI plays a crucial role in disseminating information and advocacy messages from national platforms to the grassroots.
We engage with WOUGNET’s insights and resources on digital rights and online safety, equipping our communities and staff with knowledge vital for navigating the digital landscape securely.
Conversely, LUSUDI’s on-the-ground experiences and research from the Kigezi Sub-Region provide valuable grassroot perspectives that can inform WOUGNET’s national policy advocacy and research on the intersection of gender and technology.
